DreamHost?s Unhappy January Continues: First, A Database Breach, Now An Outage

DreamHost has been having a rough couple weeks. The low-cost hosting provider and domain name registrar found some unauthorized activity in its databases back on January 20th, which they later admitted were a series of attacks that may have led to the theft of some of their customers' FTP passwords. The company required mandatory password resets for all their Shell/FTP accounts -- you can read our coverage here. DreamHost's bad dream continued today, as they've been reporting outage problems, as Web, SSH, and FTP services were down for many of the company's virtual private servers, shared, and dedicated machines. The outage was first reported at 4am PST on Sunday, and has continued throughout the course of the day, with the company offering updates on its blog.

RIO DE JANEIRO (AP) ? Tall and tan and young and ... chunky?

The Girl From Ipanema has put on a few pounds, and for many sunbathers on Brazil's beaches the country's iconic itsy-bitsy, teeny-weeny bikini just doesn't suffice anymore.

A growing number of bikini manufacturers have woken up to Brazil's thickening waistline and are reaching out to the ever-expanding ranks of heavy women with new plus-size lines.

That's nothing short of a revolution in this most body-conscious of nations, where overweight ladies long had little choice but to hit the beach in comely ensembles of oversized T-shirts and biker shorts.

"It used to be bikinis were only in tiny sizes that only skinny girls could fit into. But not everyone is built like a model," said Elisangela Inez Soares as she sunbathed on Copacabana beach, her oiled-up curves packed into a black size 12 bikini.

"Finally, it seems like people are beginning to realize that we're not all Gisele," said the 38-year-old mother of four, referring to willowy Brazilian supermodel Gisele Bundchen.

Clothing designer Clarice Rebelatto said her own swimwear-hunting travails prompted her to found Lehona, an exclusively plus-size beachwear line.

"Honestly, the problem went way beyond just bikinis. In Brazil, it used to be that if you were even a little chunky, finding any kind of clothes in the right size was a real problem," said Rebelatto, herself a size 10. "And I thought, 'I'm actually not even that big compared to a lot of women out there, so if I have problems, what are they doing?'"

Since its launch in 2010, the line has become a hit.

In brash leopard spots and flower prints not meant for wallflowers, the label's 14 bikini styles aren't what you'd normally associate with plus-size swimsuits. The necklines plunge dramatically. Straps are mere strings. And while the bottoms provide too much coverage to qualify for the famed "fio dental" or "dental floss" category of Brazilian string bikinis, they're significantly more audacious than the standard U.S. cut.

"We're working from the principle that bigger women are just like everyone else: They don't want to look like old ladies, wearing these very modest, very covering swimsuits in just black," said Luiz Rebelatto, Clarice's son and director of Lehona.

He said that recent publicity of the brand and several other new swimwear lines catering to plus sizes has triggered an overwhelming number of calls and e-mails from would-be customers.

"They're all excited and they say, 'I've been looking everywhere for a bikini like that. Where can I get one?'" said Rebelatto.

Lehona is currently sold exclusively at big and tall specialty stores throughout Brazil. Its bikinis retail for about 130 reais or $75 ? a relatively high price-point here, but Rebelatto said sales have grown at a galloping pace, though he did not provide any figures.

It's the same story at Acqua Rosa, a conventional swimwear label that added a plus-size line in 2008. Now, plus-size purchases account for more than 70 percent of the brand's total sales, said director Joao Macedo.

It makes sense.

For centuries, large swaths of Brazil were beset by malnutrition, and in 1970, nearly 10 percent of the population in the country's poor, rural northeast region was considered underweight, according to Brazil's national statistics institute.

But the phenomenal economic boom that has lifted tens of millions out of poverty and into the burgeoning middle class over the past decade has also changed the nation's once-svelte physique: A 2010 study by the statistics institute showed that 48 percent of adult women and 50 percent of men are now overweight. In 1985 those figures were 29 percent for women and 18 percent for men.

(Still, there's been no rash of plus-size male swimwear lines, as men here wear Speedo-style suits that don't impinge on big guts.)

Analysts attribute Brazil's rapidly widening girth to changes in nutrition, with chips, processed meats and sugary soft drinks replacing staples like rice, beans and vegetables.

And while the country's elite are widely known to be fitness freaks ? and also among the world's top consumers of cosmetic surgery ? those recently lifted out of poverty and manual labor are becoming increasingly sedentary. A 2008 study showed that barely 10 percent of Brazilian teens and adults exercise regularly.

Still, despite their growing numbers, not everyone is eager to embrace "gordinhas" ? or "little fatties," as chunky women are affectionately known here.

Many high-end bikini-makers have turned a seemingly deliberately blind eye to the burgeoning plus-size market. Rio-based upmarket brand Salinas, for example, offers five sizes, from extra-small through extra-large. But their sizing runs notoriously small and it's hard to imagine anyone over a size 6 actually managing to fit into any of the brand's minuscule two-pieces.

Luis Rebelatto of Lehona chalked it partially up to snobbery.

"Some brands, they don't want their image to be associated with chunky women," he said. "Only the thin, the rich and the chic."

While Brazilians' increasing heft is a public policy preoccupation for the government, growth in the ranks of the overweight population has given them increased visibility in Brazilian society. Extra-wide bucket seats for the obese have been installed in Sao Paulo's metro system, and on Sunday the city will host Brazil's first ever Miss Plus Size beauty contest.

"It used to be that people would stare at me," said Soares, the voluptuous sun-worshiper on Copacabana beach. "Now when I come to the beach I see women who are much bigger than me ? and lots of them are wearing bikinis ? so I'm not self conscious any more.

"God makes some people thin but he made me like this," she said, rubbing down the well-oiled bulge of her stomach and thighs. "So who am I to think that he was wrong?"

An exhilarating experience, both in its celebration of Bausch's groundbreaking work and in the thrilling way that Wenders captures it on camera.

It's not an overview of Bausch's career or a statement on her art, but a celebration of her work and the dancers who bring it to life.

This is a stunning film, a glorious homage to modern dance and one of its premier authors and the best justification of 3D technology to date.

With a breakout use of 3D for artistic rather than solely commercial blockbuster purposes, German director Wim Wenders gives extraordinary life to the work of choreographer Pina Bausch.

More uses for 'miracle material'

Membranes based on the "miracle material" graphene can be used to distil alcohol, according to a new study in Science journal.

An international team created the membrane from graphene oxide - a chemical derivative of graphene.

They have shown that the membrane blocks the passage of several gases and liquids, but lets water through.

This joins a long list of fascinating and unusual properties associated with graphene and its derivatives.

Graphene is a form of carbon. It is a flat layer of carbon atoms tightly packed into a two-dimensional honeycomb arrangement.

Because it is so thin, it is also practically transparent. As a conductor of electricity, it performs as well as copper; and as a conductor of heat, it outperforms all other known materials.

The unusual electronic, mechanical and chemical properties of graphene at the molecular scale promise numerous applications.

Graphene

Andrei Geim and Konstantin Novoselov from the University of Manchester were awarded 2010's Nobel Prize in physics for their discovery, outlined in a scientific paper in 2004.

Geim and others have now developed a laminate made from thin sheets of graphene oxide.

These films were hundreds of times thinner than a human hair but remained strong, flexible and easy to handle.

When a metal container was sealed with such a film, even the most sensitive equipment was unable to detect air or any other gas, including helium, leaking through.

But when the researchers tried the same with water, they found that it evaporated without noticing the graphene seal. Water molecules diffused through the graphene-oxide membranes with such a great speed that the evaporation rate was the same whether the container was sealed or open.

'Just for a laugh'

Dr Rahul Nair from Manchester University, who led the team, commented: "Graphene oxide sheets arrange in such a way that between them there is room for exactly one layer of water molecules.

He added: "If another atom or molecule tries the same trick, it finds that graphene capillaries either shrink in low humidity or get clogged with water molecules."

Professor Geim added: "Helium gas is hard to stop. It slowly leaks even through a millimetre-thick window glass but our ultra-thin films completely block it. At the same time, water evaporates through them unimpeded. Materials cannot behave any stranger."

Dr Nair said: "Just for a laugh, we sealed a bottle of vodka with our membranes and found that the distilled solution became stronger and stronger with time. Neither of us drinks vodka but it was great fun to do the experiment."

Despite this, the researchers do not offer any immediate ideas for applications. But Professor Geim commented: "The properties are so unusual that it is hard to imagine that they cannot find some use in the design of filtration, separation or barrier membranes, and for selective removal of water."

In another study in Science journal, a different team reports the development of a membrane based on diamond-like carbon. This membrane has unique pore sizes that allow for the ultra-fast passage of oil through it.

One expert said it could potentially be used for filtering toxic contaminants out of water or for purifying industrial chemicals.

U.S. urges Egypt to lift travel ban on NGO staffers (Reuters)

WASHINGTON (Reuters) ? The United States on Thursday urged Egypt to lift travel bans placed on several U.S. pro-democracy activists in connection with a crack down on non-governmental organizations (NGOs) that has strained ties between Washington and Cairo.

"We are urging the government of Egypt to lift these restrictions immediately and allow these folks to come home as soon as possible," State Department spokeswoman Victoria Nuland told a news briefing.

She said the United States was aware of four or five cases of U.S. citizens who had been prevented from leaving Egypt, but said they still had their passports and were not being physically detained.

Among those targeted by the travel ban is Sam LaHood, the Egypt director of the International Republican Institute and son of U.S. Secretary of Transportation Ray LaHood, officials at the non-governmental organizations said.

The United States, which gives $1.3 billion a year in aid to Egypt's military, reacted sharply when the Egyptian authorities swooped in on some 17 NGOs in December. It had hinted that the military aid could be reviewed if the raids continued.

HTC EVO 4G and EVO View 4G reportedly reach end-of-life status

It was a landmark Android device, and it's been an iconic phone for Sprint, but it seems that this past week finally saw the venerable HTC EVO 4G reach end-of-life (EOL) status. According to an internal memo obtained by Sprintfeed, the EVO View 4G, Sprint's version of the HTC Flyer, will also be put out to pasture from Jan. 29. And there's bad news for our friends at CrackBerry, too, as it seems Sprint also plans to stop offering the BlackBerry Playbook from "late January".

Accused Pentagon shooter Melaku pleads guilty (AP)

ALEXANDRIA, Va. ? An ex-Marine from Virginia pleaded guilty Thursday and has agreed to serve a 25-year prison sentence on charges that he fired a series of overnight pot shots in 2010 at the Pentagon, the Marine Corps museum in Quantico and other military targets as part of what prosecutors called a campaign to strike fear throughout the region.

Prosecutors also revealed Thursday new details about Yonathan Melaku's intended next target: Arlington National Cemetery, where he was arrested before he was able to carry out a plan to deface gravestones there.

As part of Thursday's plea deal, Melaku, 24, of Alexandria, pleaded guilty to destruction of U.S. property, use of a firearm in an act of violence and intention to injure a veterans' memorial, namely the cemetery. Prosecutors and Melaku's lawyer agreed to a 25-year sentence as part of the deal, and U.S. District Judge Gerald Bruce Lee said he would agree to the sentence as well.

Formal sentencing was delayed until April so a pre-sentence report can be prepared and Melaku's lawyer can request a mental-health evaluation for his client.

Prosecutors also released a video, made by Melaku, that was part of the evidence in the case, in which Melaku is seen firing shots at the National Museum of the Marine Corps as he drives by from I-95, where the museum is easily visible. In the video, Melaku shouts "God is Great!" in Arabic and talks about targeting the museum and "turning it off permanently."

The overnight shootings in October and November of 2010 twice targeted the Marine Corps museum and once each targeted the Pentagon and military recruiting stations in Woodbridge and Chantilly.

The shootings raised a high level of concerns, prompting authorities to suspect they were related and conducted by an individual with a grievance against the military in general or the Marines specifically.

But the shootings went unsolved until this summer, when Melaku ? a naturalized U.S. citizen from Ethiopia ? was spotted by police on Fort Myer and ran off, leaving a backpack behind. He was later caught and arrested at Arlington National Cemetery. The incident prompted a massive security scare in and around the Pentagon.

In the backpack police found spent shell casings; five pounds of ammonium nitrate, a common material in homemade explosives; two cans of spray paint; and a notebook in Arabic that contained references to Osama bin Laden, the Taliban and the "path to jihad."

Melaku eventually admitted to authorities that he planned to desecrate grave markers in the cemetery by spraying Arabic graffiti on them, and to deliberately leave the ammonium nitrate behind.

Nobody was hurt in any of the incidents, but Melaku has been ordered to make $111,000 in restitution for the damage he caused to the buildings, including the Pentagon.

Though no one was hurt, FBI spokeswoman Jacqueline Maguire called the case serious, and credited investigators for arresting Melaku before he did worse. She noted that a search of Melaku's home produced evidence that Melaku was looking to build a homemade timer.

The defense lawyer, Gregory English, said he has no doubt that his client is legally sane, but said a proper mental-health diagnosis may help his client become a better person while he serves his sentence.

English, himself a former Marine, said after the hearing that his personal experience suggests it's possible that some sort of post-traumatic stress or dispute with the Marines may have triggered Melaku's actions rather than any desire to support al-Qaida or the Taliban.

"The facts of the case and what his parents are saying to me about the young man suggests these actions are totally out of character," English said.

Dana Boente, the top assistant U.S. attorney for the Eastern District of Virginia, which prosecuted the case, said authorities have no evidence that Melaku suffers from any serious mental-health disorders or that his years in the Marine reserves provided a motive for the crime. He said Melaku never served overseas.

Boente called the crimes "a campaign of calculated and sustained attacks against military installations and memorials in northern Virginia."

Melaku did not speak during the hearing, except to answer a series of questions from the judge with a soft-spoken, "Yes, sir" and a final "guilty, sir" to formally enter his plea.

Romney reports tax bill of $6.2 million for 2010-11 (Reuters)

TAMPA, Fla./WASHINGTON (Reuters) ? Republican presidential candidate Mitt Romney bowed to political pressure and cracked the books on his personal finances on Tuesday, releasing tax returns showing he will pay $6.2 million in taxes on $42.5 million in combined 2010 and 2011 income.

Unlike most Americans who earn a paycheck, Romney gets the majority of his income from investment profits, dividends and interest. One of the wealthiest men ever to run for the White House, he made his fortune buying and selling companies as a private equity financier with Bain Capital.

Romney and his wife Ann paid an effective tax rate of 13.9 percent in 2010 and expect to pay a 15.4 percent effective tax rate when they file their returns for 2011.

Those rates are roughly in line with the effective tax rates paid by most Americans, but they are far below the top income tax rate levied against wages, which is 35 percent, because the U.S. tax code favors investment income over wage income.

Romney released the tax returns after a week when his chief rival for the Republican presidential nomination, former House of Representatives Speaker Newt Gingrich, questioned whether Romney was hiding information about his finances and cast him as out of touch with most Americans.

Romney's estimated net worth is $190 million to $250 million.

The candidates are engaged in the state-by-state battle for their party's nomination to face President Barack Obama, a Democrat, in the November 6 election. The next contest is the Florida primary on January 31.

Gingrich's attacks helped him upset the former Massachusetts governor in the South Carolina primary on Saturday. Since then, Romney has fired back with attacks questioning Gingrich's character, judgment and lucrative work as a consultant.

Romney's release of his tax returns is meant to try to blunt Gingrich's criticisms on that front, but the returns could further fuel a national debate about the fairness of the tax code and rising U.S. income inequality.

Romney campaign officials said his tax rate is based mostly on blind trust investment income. They said he makes no decisions on how his money is invested. They said his holdings include amounts in funds based in the Cayman Islands and other overseas entities.

The Caymans holdings and holdings in a Swiss bank account - which was closed in 2010 after an adviser decided it could be politically embarrassing to Romney - were reported on tax returns and were not vehicles to avoid taxes, the advisers said.

Regardless, the emerging picture was of a man of great means who contributes mightily to charity. The tax returns showed he and his wife contributed $7 million in charity over the two years, much of it going to the Mormon church. That represents more than 15 percent of the Romneys' income for those years.

Romney had total capital gains income of $12.5 million for 2010 and an estimated $10.7 million for 2011.

'FULSOME RELEASE'

Top campaign officials and the director of Romney's blind trust, Brad Malt, briefed Reuters on the details ahead of a more general release of the information on Tuesday morning.

Campaign counsel Ben Ginsberg, asked why Romney was not releasing tax records for the years in the 1980s and 1990s in which Romney made his fortune at private equity firm Bain Capital, said the two years covered by the tax returns should give a broad picture of Romney's financial situation.

"We're not going to get into the game of once you give them something, they demand more," Ginsberg said. "This is a fulsome release and we're proud of it."

The tax issue may have been a factor in Romney's loss to Gingrich in the South Carolina primary last Saturday. It became a distraction to Romney's campaign, and Romney's fuzzy answers on when and if he would release his records aggravated the problem.

First he said he might release them, or might not. When the questions kept coming, he said he would put them out in April, after his 2011 forms were completed. Only after he was defeated in South Carolina did his aides say he would release them this week. Gingrich has released his returns for 2010, but has not released an estimate for last year, as Romney did.

Long considered the front-runner for the 2012 Republican presidential nomination, Romney was staggered by Gingrich's lopsided win in South Carolina, and is looking to regain enough momentum to defeat Gingrich in Florida.

Spain sees strong demand in $3.3 billion debt sale (AP)

MADRID ? Spain successfully raised euro2.5 billion ($3.3 billion) in a short-term debt sale with strong demand and lower interest rates indicating growing market confidence in the new government's ability to handle its finances.

The Treasury sold euro1.4 billion ($1.82 billion) in three-month bills Tuesday with the average yield at 1.3 percent, down from 1.7 percent in the last such auction on Dec. 20.

It sold euro1.1 billion ($1.43 billion) in six-month bills at 1.8 percent, down from 2.4 percent.

Demand was nearly six times the amount offered.

Spain's borrowing costs have dropped since the conservative Popular Party won elections in November. The European Central Bank's injection of cheap money into the market and regular purchases of Spanish debt have also eased pressure.

Why Sony's 'PlayStation Phones' Failed to Make a Splash (ContributorNetwork)

COMMENTARY | The tech world was abuzz when the original Sony-Ericcson Xperia Play was released last year, on Verizon and later on AT&T. People called it "the PlayStation Phone," before and after its release, because it was "PlayStation Certified" ... whatever that meant. Apparently, a slide-out game controller and a handful of PlayStation games, sold through apps called the PlayStation Suite.

Since then, a handful of other devices (like the Sony Tablet S) have been updated to receive the PlayStation Suite, and a couple of new PlayStation Certified devices were unveiled at this year's CES. Somehow, though, none of them have quite had the impact that one would expect of a "real" PlayStation device ... like the PlayStation 2, which caused people to line up outside Wal-Marts back around the turn of the century.

Why is that?

Lackluster hardware

First off, there is no one PlayStation Phone. There are a bunch of different devices now, with different looks and specs. Few of them bear all that much resemblance to an actual PlayStation, either, whether in looks or in quality. Just look at Engadget's review of the Xperia Play; the shoulder buttons on the game controller were "too sensitive," and the screen is "one of the worst screens we've seen" on any hardware they've reviewed.

The new Xperia handsets just announced by Sony, like the Xperia Ion, look a little bit more well-designed. But none of them have slider game controllers, which suggests that was only a passing fancy ... and will make it a bit harder to play certain PlayStation games on them.

Dearth of games

Which certain PlayStation games, you ask? Not too many, unfortunately. When the Xperia Play first came out, there were only a handful. As of last October, there were still just 10, according to the PlayStation blog. And these are PlayStation games in the sense that they were made for the original PlayStation ... you know, the PSOne. The one that was made more than 15 years ago.

A handful of other games were given support for the Xperia Play's slider gamepad. The trouble is, no other phones even have that, and it's not looking good that more will. And Android itself doesn't have many games to begin with, at least not great games. At least not compared to the iPad, or even the PlayStation Portable.

Misleading branding

David Hinkle of Joystiq says being PlayStation-Certified means a device can use "entertainment services from Sony Entertainment Network", and the Sony press release he quotes says that it guarantees " a high quality smartphone gaming experience.****" Yes, with four asterisks.

What does that even mean? Can a "PlayStation Certified" phone buy games from the PlayStation Network? No. Can it do PSN multiplayer? No. Will the games you buy on it be playable on your PSP or PS3 consoles? No, and no. So how is it anything but diluting the PlayStation brand, to sell a line of me-too Android smartphones and tablets that are only tangentially connected with it?

The new Xperia phones might do well on the market, but it's not because PlayStation gamers will buy them. And judging from Sony-Ericcson's recent performance, there's a ways it has to go before it's dug itself out of its hole.

Obama's health overhaul lags in many states (AP)

WASHINGTON ? Here's a reality check for President Barack Obama's health overhaul: Three out of four uninsured Americans live in states that have yet to figure out how to deliver on its promise of affordable medical care.

This is the year that will make or break the health care law. States were supposed to be partners in carrying out the biggest safety net expansion since Medicare and Medicaid, and the White House claims they're making steady progress.

But an analysis by The Associated Press shows that states are moving in fits and starts. Combined with new insurance coverage estimates from the nonpartisan Urban Institute, it reveals a patchwork nation.

Such uneven progress could have real consequences.

If it continues, it will mean disparities and delays from state to state in carrying out an immense expansion of health insurance scheduled in the law for 2014. That could happen even if the Supreme Court upholds Obama's law, called the Patient Protection and Affordable Care Act.

"There will be something there, but if it doesn't mesh with the state's culture and if the state is not really supporting it, that certainly won't help it succeed," said Urban Institute senior researcher Matthew Buettgens.

The 13 states that have adopted a plan are home to only 1 in 4 of the uninsured. An additional 17 states are making headway, but it's not clear all will succeed. The 20 states lagging behind account for the biggest share of the uninsured, 42 percent.

Among the lagging states are four with arguably the most to gain. Texas, Florida, Georgia and Ohio together would add more than 7 million people to the insurance rolls, according to Urban Institute estimates, reducing the annual burden of charity care by $10.7 billion.

"It's not that we want something for free, but we want something we can afford," said Vicki McCuistion of Driftwood, Texas, who works two part-time jobs and is uninsured. With the nation's highest uninsured rate, her state has made little progress.

The Obama administration says McCuistion and others in the same predicament have nothing to fear. "The fact of states moving at different rates does not create disparities for a particular state's uninsured population," said Steve Larsen, director of the Center for Consumer Information and Insurance Oversight at the federal Department of Health and Human Services.

That's because the law says that if a state isn't ready, the federal government will step in. Larsen insists the government will be ready, but it's not as easy as handing out insurance cards.

Someone has to set up health insurance exchanges, new one-stop supermarkets with online and landline capabilities for those who buy coverage individually.

A secure infrastructure must be created to verify income, legal residency and other personal information, and smooth enrollment in private insurance plans or Medicaid. Many middle-class households will be eligible for tax credits to help pay premiums for private coverage. Separate exchanges must be created for small businesses.

"It's a very heavy lift," said California's health secretary, Diana Dooley, whose state was one of the first to approve a plan. "Coverage is certainly important, but it's not the only part. It is very complex."

California has nearly 7.5 million residents without coverage, more than half of the 12.7 million uninsured in the states with a plan. An estimated 2.9 million Californians would gain coverage, according to the Urban Institute's research, funded by the nonpartisan Robert Wood Johnson Foundation.

Democrats who wrote the overhaul law had hoped that most states would be willing partners, putting aside partisan differences to build the exchanges and help cover more than 30 million uninsured nationally. It's not turning out that way.

Some states, mainly those led by Democrats, are far along. Others, usually led by Republicans, have done little. Separately, about half the states are suing to overturn the law.

Time is running out for states, which must have their plans ready for a federal approval deadline of Jan. 1, 2013. Those not ready risk triggering the default requirement that Washington run their exchange.

Yet in states where Republican repudiation of the health care law has blocked exchanges, there's little incentive to advance before the Supreme Court rules. A decision is expected this summer, and many state legislatures aren't scheduled to meet past late spring.

The result if the law is upheld could be greater federal sway over health care in the states, the very outcome conservatives say they want to prevent.

"If you give states the opportunity to decide their own destiny, and some choose to ignore it for partisan reasons, they almost make the case against themselves for more federal intervention," said Sen. Ben Nelson, D-Neb.

A conservative, Nelson was on the winning side of a heated argument among Democrats over who should run exchanges, the feds or the states. Liberals lost their demand for a federal exchange, insulated from state politics.

"It's pretty hard to take care of the states when they don't take care of themselves," said Nelson, who regrets that the concession he fought for has been dismissed by so many states.

The AP's analysis divided states into four broad groups: those that have adopted a plan for exchanges, those that made substantial progress, those where the outlook is unclear, and those with no significant progress. AP statehouse reporters were consulted in cases of conflicting information.

Thirteen states, plus the District of Columbia, have adopted a plan.

By contrast, in 20 states either the outlook is unclear or there has been no significant progress. Those states include more than 21 million of the 50 million uninsured Americans.

Four have made no significant progress. They are Arkansas, Florida, Louisiana and New Hampshire. The last three returned planning money to the federal government. In Arkansas, Democratic Gov. Mike Beebe ran into immovable GOP opposition in the Legislature. Beebe acknowledges that the federal government will have to run the exchange, but is exploring a fallback option.

In the other 16 states, the outlook is unclear because of failure to advance legislation or paralyzing political disputes that often pit Republicans fervently trying to stop what they deride as "Obamacare" against fellow Republicans who are more pragmatic.

In Kansas, for example, Insurance Commissioner Sandy Praeger is pushing hard for a state exchange, but Gov. Sam Brownback returned a $31 million federal grant, saying the state would not act before the Supreme Court rules. Both officials are Republicans.

"It's just presidential politics," said Praeger, discussing the situation nationally. "It's less about whether exchanges make sense and more about trying to repeal the whole law." As a result, outlook is unclear for a state with 361,000 uninsured residents.

There is a bright spot for Obama and backers of the law.

An additional 17 states have made substantial progress, although that's no guarantee of success. Last week in Wisconsin, GOP Gov. Scott Walker abruptly halted planning and announced he will return $38 million in federal money.

The AP defined states making substantial progress as ones where governors or legislatures have made a significant commitment to set up exchanges. Another important factor was state acceptance of a federal exchange establishment grant.

That group accounts for just under one-third of the uninsured, about 16 million people.

It includes populous states such as New York, Illinois, North Carolina and New Jersey, which combined would add more than 3 million people to the insurance rolls.

Several are led by Republican governors, including Virginia and Indiana, which have declared their intent to establish insurance exchanges under certain conditions. Other states that have advanced under Republican governors include Arizona and New Mexico.

For uninsured people living in states that have done little, the situation is demoralizing.

Gov. Rick Perry's opposition to the law scuttled plans to advance an exchange bill in the Texas Legislature last year, when Perry was contemplating his presidential run. The Legislature doesn't meet this year, so the situation is unclear.

McCuistion and her husband, Dan, are among the nearly 6.7 million Texans who lack coverage. Dan is self-employed as the owner of a specialty tree service. Vicki works part time for two nonprofit organizations. The McCuistions have been uninsured throughout their 17-year marriage, although their three daughters now have coverage through the Children's Health Insurance Program. Dan McCuistion has been nursing a bad back for years, and it only seems to get worse.

"For me it almost feels like a ticking time bomb," his wife said.

Dan McCuistion says he doesn't believe Americans have a constitutional right to health care, but he would take advantage of affordable coverage if it was offered to him. He's exasperated with Perry and other Texas politicians. "They give a lot of rhetoric toward families, but their actions don't meet up with what they are saying," he said.

Perry's office says it's principle, not lack of compassion.

"Gov. Perry believes `Obamacare' is unconstitutional, misguided and unsustainable, and Texas, along with other states, is taking legal action to end this massive government overreach," said spokeswoman Lucy Nashed. "There are no plans to implement an exchange."

New Genetic Clues to Breast Cancer? - Drugs.com MedNews

SUNDAY Jan. 22, 2012 -- Researchers have identified three new genomic regions they believe are linked with breast cancer that may help explain why some women develop the disease.

All three newly identified areas "contain interesting genes that open up new avenues for biological and clinical research," said researcher Douglas Easton, a professor of genetic epidemiology at the University of Cambridge in England.

Breast cancer is the most common cancer among women, with about 1 million new cases annually worldwide and more than 400,000 deaths a year.

Scientists conducting genome-wide association studies -- research that looks at the association between genetic factors and disease to pinpoint possible causes -- had already identified 22 breast cancer susceptibility loci. Locus is the physical location of a gene or DNA sequence on a chromosome.

"The three [newly identified] loci take the number of common susceptibility loci from 22 to 25," said Easton.

However, the three new susceptibility loci might explain only about 0.7 percent of the familial risks of breast cancer, bringing the total contribution to about 9 percent, the researchers said.

Michael Melner, scientific program director for the American Cancer Society, said this current research adds some important new clues to existing evidence, but he agreed that the number of cases likely associated with these three variants is probably low.

"So the total impact in terms of patients would be fairly small," Melner said.

The study is published online Jan. 22 in Nature Genetics.

To find the new clues, Easton's team worked with genetic information on about 57,000 breast cancer patients and 58,000 healthy women obtained from two genome-wide association studies.

The investigators zeroed in on 72 different single nucleotide polymorphisms (SNPs). A SNP -- pronounced "snip" -- is a change in which a single base in the DNA differs from the usual base. The human genome has millions of SNPs, some linked with disease, while others are normal variations.

The researchers focused on three SNPs -- on chromosomes 12p11, 12q24 and 21q21.

Easton's team found that the variant on the 12p11 chromosome is linked with both estrogen receptor-positive breast cancer (which needs estrogen to grow) and estrogen receptor-negative breast cancer. The other two variants are only linked with ER-positive cancers, they said.

One of the newly identified variants is in an area with a gene that has a role in the development of mammary glands and bones. Easton said it was already known that mammary gland development in puberty is an important period in terms of determining later cancer risk. "But these are the first susceptibility genes to be shown to be involved in this process," he said.

One of the other SNPs is in an area that can affect estrogen receptor signaling, the researchers found.

Melner, noting some of the research is "fine tuning" of other work, said in his view the new understanding of the signaling pathways and their genetic links is the most important finding.

"When you delineate a pathway, you bring up new potential targets for therapy," he said. "The more targets you have, you open up the potential for having multiple drugs and attacking a cancer more easily, without it becoming more resistant."

Overall, Melner added, the results underscore the complexity of the different mechanisms involved in breast cancer development.
